On September 3, 2026 the Government of Canada launched Canada’s Responsible Data Centre Development Principles — five national expectations for how data centres are built. Alberta’s AI Data Centres Strategy set the provincial direction in December 2024. AHI was designed to both — behind-the-fence power, zero municipal water, Indigenous ownership, public numbers. Five national expectations. Five answers, on the record.

“If you build in Canada, you must build responsibly and transparently and you must build for Canadians.” — The Hon. Evan Solomon, Minister of Artificial Intelligence and Digital Innovation. The Principles are a national baseline that complements provincial, municipal and Indigenous processes. Here is how AHI meets each one — with where to check.

PRINCIPLE 1 · GOVERNMENT OF CANADA

Data centres must create lasting local benefits

Clear, lasting benefits for host communities and Indigenous rights holders — jobs, skills training and apprenticeships, local and Indigenous procurement, tax contributions, infrastructure investment, research partnerships and access to compute — identified through early engagement.

How AHI delivers

  • 120+ Albertans on the project team today; 20–100 trades on site at any time through construction; local trades and firms hired first at every phase.
  • Property tax from day one: ≈$1.49M/yr at 10 MW, ≈$4.47M/yr at 30 MW — 73.7% to County services, 24.6% to schools (2026 non-residential mill rate).
  • Indigenous ownership is structural: Turning Stone Developments, Métis-led and Indigenous-owned, is Lead Investor and general partner; an Indigenous-opportunity portal spans all four pillars.
  • Education & tech-career partnerships with Alberta institutions; waste heat for year-round local agritech (food security pillar).
PRINCIPLE 2 · GOVERNMENT OF CANADA

Data centres must not shift electricity costs to Canadians

Proponents must pay the costs of connecting and serving their projects — new generation, transmission, substations and grid upgrades — proportionate to scale, must not compromise grid reliability and, where required, must contribute new supply, storage or demand flexibility.

How AHI delivers

  • AHI generates its own power behind the fence: Alberta pipeline gas → Rolls-Royce mtu 4000-series, N+1, dispatchable. No draw on the Alberta grid for the first 30 MW — zero cost shifted to households.
  • The 138 kV interconnection program (AESO process underway, Stage 3 passed) is project-funded and designed to add up to 150 MW of export capacity to the grid over time — new supply, not new load.
  • Roadmap includes battery storage and solar in the master plan — demand flexibility and firming, paid for by the project.
  • This is exactly Alberta’s “bring your own power” model: off-grid generation means no risk to grid reliability or affordability.
PRINCIPLE 3 · GOVERNMENT OF CANADA

Data centres must minimize water use and environmental impacts

Minimize freshwater consumption and protect local water supplies; prioritise closed-loop or high-efficiency water technologies, waste-heat recovery and low-emission energy; measure and transparently report water use and environmental impacts.

How AHI delivers

  • Zero municipal water. Direct-to-chip cooling on a sealed glycol closed loop — no evaporation, no cooling towers; any water used is captured, harvested, cleansed and reused. Not connected to municipal water.
  • Free cooling at 52.3°N; design PUE 1.10–1.18 (immersion option from 1.04).
  • Waste-heat recovery is designed into the master plan for year-round agritech.
  • Hydrogen-blend-ready generation; AUC Rule 012-aligned; environmental approvals for the first 20 MW in hand and published.
PRINCIPLE 4 · GOVERNMENT OF CANADA

Data centres must be transparent about local impacts

Engage early and transparently with local governments and Indigenous communities; respect local approval processes; provide clear, independently verifiable information on power and water use, infrastructure, sound and emissions; track and report commitments over time.

How AHI delivers

  • Independent RWDI noise impact assessment and full-build mitigation strategy (Oct 2025 / Jan 2026): 22 of 22 homes within 1.5 km compliant day and night — as-built precast + sound walls exceed the modelled design.
  • Development permits issued through Red Deer County’s public process; approvals held and pending are listed on the site, on the record.
  • A public Community Information & FAQ page with every number sourced, a live construction tracker, and straight answers on water, noise, jobs, taxes and property values.
  • Commitments page the community can hold us to — and a contact path that gets answered.
PRINCIPLE 5 · GOVERNMENT OF CANADA

Data centres must bring strategic value to Canada

Clear, lasting benefits for Canada — investment, tax revenue, Canadian supply-chain participation, innovation, research partnerships, workforce development and access to compute; strengthen Canada’s digital resilience, security and compute capacity under Canadian legal protection.

How AHI delivers

  • Sovereign compute on Canadian soil, under Canadian law, in Alberta-owned halls — data that stays in Canada.
  • 100% Alberta-owned (Havenz Smart Communities × Turning Stone Developments) with a Canadian delivery ecosystem: Alberta engineers, trades, precast, utilities.
  • A repeatable, template-based campus — the same waterless, quiet, behind-the-fence model designed to be built again with Indigenous partners across Canada (see below).
  • Tier III-equivalent design, dual-path fibre, on-site dual-fuel backup — continuity of service for the public services and businesses that will run here.

Alberta’s AI Data Centres Strategy · December 2024

Alberta asked for “bring your own power.” We brought it.

Alberta’s strategy aims to make the province “the most attractive place to build AI data centres in North America” — with a stated ambition of $100 billion of AI data centres under construction within five years — on three pillars. AHI is the Alberta model in practice: off-grid power behind the fence, sustainable cooling built for our climate, and economic growth that stays in the province.

Power capacity

Prioritize off-grid and grid-connected solutions; protect affordability and reliability for Albertans; use natural-gas reserves with renewables and carbon capture where feasible; streamline regulation.

AHI: 30 MW of gas contracted; on-site N+1 generation; AUC Rule 012-aligned; AESO Stage 3 passed for a 138 kV program that adds export capacity; solar + storage in the roadmap; hydrogen-blend-ready.
Pillar 2

Sustainable cooling

Leverage Alberta’s cold climate; develop best-in-class cooling with water capacity in mind; collaborate with local companies on next-generation cooling.

AHI: direct-to-chip closed loop, zero municipal water, free cooling at 52.3°N, design PUE 1.10–1.18, immersion option — engineered with Alberta firms.
Pillar 3

Economic growth

Canada’s lowest tax regime; data centres contribute jobs and government revenue; balance competitiveness with affordability for existing industries.

AHI: 120+ Albertans on the project; new County and school tax base from day one; Alberta money invested and risked; Alberta Data Centre Concierge and Invest Alberta engaged; Indigenous co-ownership through Turning Stone — the strategy’s reconciliation initiative, delivered.
